Election-year politics may halt spending bills in the Senate

Personal rivalries and political maneuvering ahead of what are likely to be hard-fought elections are pushing the Senate toward gridlock that could block action on spending bills that need to be passed by Sept. 30 to keep the federal government running. Senate Minority Leader Mitch McConnell, R-Ky., says he will use the budget to block Environmental Protection Agency rules that could harm the coal industry. Senate Majority Leader Harry Reid, D-Nev., is threatening to change the rules on Senate debate to defeat Republican delaying tactics.
