On 30 Oct 2025, companion bills were introduced in the U.S. House and Senate.
- Freedom for Agricultural Repair and Maintenance (FARM) Act, sponsored by Representatives Marie Gluesenkamp Perez (WA-03) and Joseph  Neguse (CO-02).
- S.3068, the Senate version, is sponsored by Senators Peter Welch (VT), Elizabeth Warren (MA), and John Fetterman (PA).
Considering the ongoing government shutdown and that all the sponsors are minority members, it is unlikely that these bills will make any progress in the current Congress.
WHY IT MATTERS:
Growing interest and willingness to introduce R2R legislation in Congress:
- The 119th Congress has seen eight bills introduced so far
- One specific to wheelchairs
- Two motor vehicle specific
- Three national defense related
- Two Ag-specific

If dealers reach out to their elected officials, please remind them about the OEM-AFBF MOUs
- The Memorandums of Understanding (MOUs) between major manufacturers and the American Farm Bureau Federation (AFBF) have been in effect since 2023.
- These agreements are a private sector solution that allows for flexibility and updating that legislation is incapable of providing.
- Parties to these agreements have reviewed them every six months since their founding and have deemed that they are working.
- As of April 2025, only two complaints by consumers had been made to the AFBF.
- One was deemed non-viable
- One was deemed a viable complaint, and a solution was brokered per the MOU between AFBF and the manufacturer to the customer’s satisfaction.
