House Bill 3158 was introduced late last week and has been referred to the House Transportation Committee. The bill would impose a 1.5 percent tax on the retail sale or lease of nonroad diesel equipment for the “privilege of engaging in the business of providing nonroad diesel equipment” in the state. The revenue from this tax would be used to support the Clean Diesel Engine Fund.
The bill sponsored by Representative Rob Nosse (D-SE Portland), would also impose a 3 percent sales tax on all motor vehicle tires. The bill has not been scheduled for a hearing yet.
NEADA has developed a position statement you can read here. The position statement will be sent to members of the Transportation Committee this week. We are reaching out to additional stakeholders to develop a coalition of opposition and will keep you informed about the status of the legislation.
