The Texas Right to Repair bill, HB 2963, was heard in committee this morning and was left pending. With no vote taken, the bill can be amended or brought back up for a vote in a future hearing. The Senate Committee on Business and Commerce does not currently have a future hearing scheduled. The committee typically meets each Thursday, but additional hearing dates can be scheduled with short notice.
There was a lot of skepticism expressed about the bill during the hearing. Both the scope of the bill and the incorporation of MOUs created confusion and was challenged by members of the committee. Those concerns seemed to convey a sense that the bill was not ready in its current state to be passed out of committee and should be amended. We are already reaching out to committee members to follow up. If the bill is amended, it would need to be passed on the Senate floor and would then require concurrence in the House, a tall order given the time left in session.
